The 1 meter LiDAR contours on 3depdem identify two
large flat areas that should hold the county HP.
They are roughly inside the large contour on the
7.5' Wilmar quad:

Further work with the actual LiDAR data is needed here.

I did click on several locations and the highest I
found was 20.85 meters on inside the northeast area.

Most of the northeast area is covered in nasty brush.
The southwest area lies just west of highway 17, in
cleared fields.
