I have some LiDAR for a few NC counties you asked about. Perhaps not as definitive as I'd like, but hopefully it helps.

For all three of these counties, there's a new LiDAR dataset from 2020 that is in progress but has not yet been published. No idea when it will be released. For now, I'm using 2014 data from the state. Ten image attachments, if they don't come across, let me know and I can get them to you in another way.

ROBESON COUNTY

Just a quick text blurb on this one. Found two high spots, neither of which are among the original contours, which matches your thinking. Too close to call a winner.
