Take I-83 north until Exit 31 the Middletown Road. Proceed north on Middletown Road until you come to Stiltz and the MD & PA border. Note Dan Case's comment about there being very little to inform you that you are entering PA. I parked across the street and walked up to the Notary Public's door and then cut across what appeared to be the highest point.
