This CoHP lies in Tioga State Forest and is publicly accessible. I didn't agree with all of Mike Schwartz's mileages but after turning left after crossing the bridge in Watrous, just stay straight at all intersections until the left fork onto Mill Run Road. The gated dirt road to the summit takes off from Mill Run Road a very short distance before that road makes a hard left turn.
